So a while back I used the game review feature on chess and it gave me an average accuracy of around 80 something while lichess gave me an accuracy of over 93.

There no such thing as overrated. Ratings are relative i.e meaningful only within pool. Since default starting rating in chess is 1200 and lichess is 1500 this created difference of ratings of about 300 points. Minuscule difference in rating algorithm is pretty meaningless.
